I believe it has been stated that his initial intent is to sell 10, 000 units (I'd consider the first run as Founders Editions). If that's still true, then I don't think he'll have an issue selling 10,000 manual trans units. Then he can take the profits, such as it is, and roll that into funding...
If they have to be imported knocked down anyway, I'd certainly consider driving anywhere between Charleston, SC to the East and New Orleans, LA to the West (might consider Houston, TX as well) with my truck and a trailer if the price difference was significant enough.

Have you attempted a test body panel fitment to see how much the front is going to have to be modified to accommodate those struts? After seeing the front view it's got me curious.
For me, the main things that attracted me to the Elio were the enclosed cabin (meaning heat and air), the price (10K - 12K is what I reasonably expected), the fuel efficiency, and the motorcycle (turned autocycle) designation.
Secondary considerations were a reasonable fit and finish, safety...

I wouldn't expect your average Harbor Freight employee to know anything more about their products than which isle to find it on. But even that isn't always a given. It's not their fault really. There's just too much stuff for them to possibly know anything about most of it.

Unless some announcements happen real soon that actually show us a running and driving electric version I'm not going to get too worked up about this. If they are just starting the engineering redesign, then I'm going back into hibernation concerning Elio.
My bet is that they will treat this as a completely separate vehicle. The $1000 you put down is for the gas model. They might transfer your deposit to the new electric one but I wouldn't bet on them honoring the old prices, locked in or otherwise.
