Not sure what a lower court sorting out a collision has to do with anything. Whatever the legislation says is what it says. Whatever a judge does or doesn't like about it is irrelevant. Courts don't make law, (in theory). But if the law says three wheels doth a cycle make, then it's a cycle. Period. But if the legislators change that law in anticipation of lots of Elios run ng about the country, (cause they wanna cash in), then viola! It's a car!

Courts make law all of the time. They just change the way the read a law and infect change it. Happens a lot now days. What the Supreme Court this year you will see a lot of it.

Ambiguity and lack of clarity in law or regulation is the something a good lawyer will notice in a liability case.

And if there is no ambiguity or lack of clarity the typical ambulance chasing shyster will bend every effort to contaminate it by injecting his/her own fecal matter. It's what lawyers do.

WE ALL KNOW the day (timing is everything) the private/government $ is not secured -, will be beginning of the end of this project whatever it's gonna be called. It'll either be on the streets, or in the second publication of "The A-Z of Three-Wheelers", Elvis will add a footnote, as with so many other failures. I wish us all good luck.

So the answer is, an "autocycle" is whatever Elio Motors says it is, which conveniently excludes all their likely competitors. I'm not sure whether I like the lobbyist-driven lawmaking more, or the clamoring for tax dollars. This story is turning into an example of everything that's wrong with business in America today.

No. An "Autocycle" will be whatever Congress determines it to be.
Unless they abrogate their Constitutional duties and responsibilities to some vile bottom feeding bureaucrat.

All they care about is who's for it, and what they're offering.

No. Congress is your Senators and Representatives. It's problematic whether they can read without their aids.
Bureaucrats are trash like Lois Learner and all of the Civil Service trash.
You know, like the heads of the EPA, FDA, DoE, DoJ, Homeland Security that type.
We didn't elect them, but they think they own us.
