Not really a rumor, Tesla mentioned how they were rolling out the cars: https://www.tesla.com/model3

The first models being made have the larger battery (base price of $49k), then later this year they are making the standard models with 220 mile battery, and next year they make the dual motor AWD version. So the most expensive is being made last with the cheapest in the middle.

The 310 mile range Model 3 base price is $44K. I believe the additional $5K is for the enhanced autopilot feature.

If the subsidy is based on a per model arrangement, I predict the immediate launching of the Model 3a.
It is not. The tax subsidy is per manufacturer.

In a similar vein, it also does not distinguish between various sub-brands, or imprints/make/divisions, etc. I.e. when the subsidy runs out for Chevy Bolts, GM can't just switch to building Buick Bolts, or GMC Bolts, etc. Just like Tesla can't create a, for example, "Ampere" division and get another 200,000 subsidized sales.

I haven't heard the news on a price jump on the base Model 3. I'll wait to see my configured base plus options total price. My Model 3 Reservation # is under the 200,000 mark so the applied $7500 rebate + the $6800 I had planned to spend on my Elio = $14,300. Also, I need a test drive to validate the purchase as with any car I've ever purchased. Time will tell. :) The good news is they have started deliveries and have executed a plan to scale production numbers rather quickly.

And NOT the first 200,000 of each separate MODEL that a specific manufacturer makes?
Just saying, because Tesla has already sold a lot of EVs.

Estimates suggest Tesla has around 79,xxx remaining vehicle purchases until they hit that 200,000 figure. Afterward, the company is limited to offering its customers a federal tax incentive at 50% of the original value ($3750) for two corporate quarters. Finally, customers qualify for a federal tax incentive at 75% of the original value ($1875) for two corporate quarters thereafter, after which the phase-out is complete and Tesla vehicles no longer qualify for federal tax incentives.

Little or No rebate for me! The good news is that it leaves more tax dollars to be redistributed among the 1%.

Musk hinted that Tesla’s high volume expectations will be vulnerable to outside forces, in part because about one-third of vehicle’s parts come from outside North America. “Almost anything that goes wrong in the rest of the world” he said, “will interrupt the production progress.”

So there is a possibility that the Elios 90%+ content might have an opportunity IF they even make it to production.

The full $7,500 tax incentive applies to all vehicles up until the end of the quarter *after* vehicle 200,000 is sold. So if vehicle 200,000 is sold in September of 2017, then everyone who buys a Tesla all the way up until 11:59:59 PM on December 31, 2017 still gets the full $7,500 credit. After that is a multi-quarter phaseout, as you described.

Alternatively, if Tesla hits the magic 200k number is October 2017, then everyone still gets full credit all the way through March 31, 2018. Theoretically, Tesla could control when the deadline is achieved by manipulating their delivery schedule. If it was close, say a couple weeks, then delaying delivery could give them an extra three months to hype the tax breaks for buying now, before it's too late! After all, the tax incentive and phaseout also applies to their more expensive Model S and Model X.

Need to correct the "Finally..."75%" to "25%".
Also, everyone needs to know that you have to have a tax liability to benefit.
In other words, if you only owe $1000 in Federal income tax, you'll only get that $1000 forgiven.
You won't get a rebate check for $6500 on top of it.
