This was so wrong in so many ways.

Elio Motors is found in violation of a law -- designed to protect automobile dealerships -- by a commission comprising at least partially by automobile dealers. Wow, talk about a conflict of interest. Why am I not surprised? There's not even an attempt to hide the conflict.

Geez... Do the existing manufacturers and dealers control who gets to compete directly with them as well? That seems to be a huge conflict of interests there. How is this even legal? And the guy in the video keeps saying that Elio needs to put in applications to get certification. Why would an existing dealer ever allow another dealer to set up shop down the street? That'd be like Duncan Donuts being the sole decider on whether or not Krispy Kreme could set up a shop across the street. Grr!

When dealing in matters of the law. Sometimes right and wrong have nothing to do with legal and illegal.
Especially in corrupt state where nothing gets done without greasing the wheels, if you know what I mean.
Reading between the lines again, this has the feel of a "plea bargain" deal. It's not what EM wanted, but it may be the best they could get. Under the circumstances, noted above.

Fined for manufacturing without a license, when EM is not doing any manufacturing, but just hoping to some day.
I guess the commission believes people must buy a license to just "think" about manufacturing.

There is something I do not understand. I would assume only one department issues manufacturing licenses, regardless of what is manufactured, and only that department has the authority to issue fines for not having a license.
Does the department of motor vehicles issue licenses to manufacture vehicles?
Suppose a company makes hospital equipment without a manufacturing license. Does the department of motor vehicles have the right to fine that company?
I also hope Elio Motors does not have any stores in Louisiana, and people have to go to neighboring states to get an Elio vehicle.

Apparently so, on your first question. 'Manufacturers' is number one on the list of operations they issue licenses for. As for the second question, I'd say yes...if the medical device was an ambulance.
